Are you using 64-bit office?

Another option to try is change the following parameter in the data folder file. This can be E:\dummyuser_1\offline.prf or c:\viewplanner-input-data\dummyuser_1\offline.prf

OverrideExistingService=Yes

(change no to yes and try again).
