vCO client plug-in is part of vSphere Web Client. vCO server is not aware of it and cannot control its deployment. There is one-way communication (client plugin -> vCO server) via public vCO REST API.
You don't need to remove vCO client plug-in. If you don't want it to be shown in vSphere Web client UI (or don't want it to try to establish connection(s) to vCO servers), you can disable it, going though Administration -> Client Plugins -> (select 'vCenter Orchestrator plug-in row) -> right mouse click -> 'Disable'.
