Will ESXi always create a .vswp file??

Hi guys, new to VMware community. Reading for VCP and understanding various memory management concepts used by ESXi in vSphere 5. From what I understand is .vswp file (vmkernel swap file) will be created on datastore where .vmx (vm config file) and .vmdk file exists for a particular VM. I also understand that size of .vswp file will be same as amount of memory allocated to a VM.

 

However, the question is whether this .vswp file will be always created especially even when ESXi host has enough of it's own memory to be given to this particular VM?? What happens when say VM has been allocated with 4GB RAM but ESXi host has only got 2GB free to be given to this VM? In this scenario will ESXi host create .vswp file of remaining 2GB size only??
